The Verge, citing The Information, said Google, OpenAI and Anthropic are planning a voluntary body referred to as the Standards Authority for Frontier AI (SAFA). Some explainers also use the name Frontier AI Standards Agency. Reported aims include supporting third-party organisations that test models before deployment, setting how developers should report safety and security incidents, and defining auditor qualifications. A launch in late 2026 or early 2027 has been described as possible, not confirmed.

OpenAI told CNBC it has been discussing safety collaboration with Anthropic and Google since Demis Hassabis’s July proposal for a US-led standards body — framed as a public-private partnership or self-regulatory organisation with federal oversight, analogous to FINRA. OpenAI’s chief global affairs officer, Chris Lehane, had already written that the company would work with others on voluntary industry-led standards “with or without government support,” and that any such effort would complement rather than replace mandatory federal safeguards.

What is still unfinished

Leadership approaches — including reported interest around former White House AI adviser Sriram Krishnan — and the charter itself remain in the reporting stage. The organisation has not been formally launched. Secondary coverage has recorded criticism from Cohere’s CEO, who called the model “a cartel by any other name.”
